NYC Department of Design & Construction
High Performance Building Guidelines
Under the direction of Assistant Commissioner Hillary Brown, FAIA, DDC placed a priority on implementing cost-effective, environmentally responsible building design. In 1999, the Department published DDCs High Performance Building Guidelines. Over 60 projects have been built incorporating these Guidelines.
SDC President Bobenhausen directed the Technical Development phase of the Guidelines Development under NYSERDA/SWA contract. Funding by the Design Trust for Public Space. |

ENERGY-10 Computer Design Tool
National Renewable Energy Laboratory / SBIC
Building thermal performance calculations are made for two primary reasons. Sizing programs are primarily designed to calculate peak hourly loads during the heating and cooling seasons. Energy programs are primarily designed to predict the annual energy consumed by a structure in terms of BTUs, dollars, or pollution avoidance. E10 focuses on the earliest stages of building design when key decisions are made. Bill Bobenhausen consulted on all aspects of program development, and presented workshops.

- Consulted to Polytechnic Institute on initial code adoption by New York State in 1979.
- For New York State Energy Office (NYSEO), Principal for his firm’s development of the Part 5 Thermal Rating Method for Residential Buildings in 1985.
- For NYSEO, Principal for his firm’s development of major changes in the Code for Commercial Buildings in 1989.
- For NYSERDA, Project Director to adopt International Energy Conservation Code for NYS.
