The New Construction Program's (NCP) objective is to affect a permanent transformation in the way new and substantially renovated buildings are designed and constructed. The NCP meets this objective by providing technical assistance and financial incentives to design teams and building owners. NCP offers direct Technical Assistance (TA) and capital cost incentives based on improved building energy efficiency performance. Incentives also are available for commissioning services and Green buildings.

The current round of the NCP, Program Opportunity Notice, (PON 1501) is available on a first-come, first-served basis through December 30, 2011, or until funding in the program is exhausted, whichever comes first.

Eligibility and Participation

Types of projects eligible for incentives. There is no size limit for an eligible project, either in terms of energy usage or building square footage.

New Construction: Defined as a new building, or space within a new building, for which a licensed professional architect or engineer has prepared and certified building plans.

Substantial Renovation: Defined as one of the following types of projects for which a licensed professional architect or engineer has prepared and certified building plans.

  • Change of use and reconstruction of an existing building or the space within it
  • Construction work requiring that the building or space within it be out of service for at least 30 consecutive days
  • Reconstruction of a vacant structure or the space within it

Multifamily Projects: The NCP will accept multifamily projects with five or more units that are seeking Leadership in Energy and Environmental Design (LEED) Certification. Multifamily buildings must be LEED certified to receive incentives. Proof of LEED registration is required at time of Application


Qualifying for the NCP

Eligible applicants for electric or gas incentives are New York State electricity or firm gas distribution customers of a participating utility company and who pay into the System Benefits Charge.
  • Eligible applicants must have legal authority to make energy efficiency improvements in the property they occupy or will occupy.
  • Eligible applicants are defined as the building owner of the property, a tenant/leaseholder with at least five years remaining on the lease, or non-residential condominium owners occupying and holding title to space within the subject building, or non-residential cooperative shareholders having the right to occupy space within the subject building.
  • All applicants including those in a negotiated rate class, must pay the System Benefits Charge in order to be eligible for this program. To determine that, look at a recent electric bill from your utility company to see if SBC is listed as a charge. If you do not see the line item, contact NYSERDA (1-866-NYSERDA) for assistance in determining whether you pay into the SBC.
  • Applicants must certify their eligibility on their applications.

NOTE: Customers of the New York Power Authority (NYPA), the Long Island Power Authority (LIPA), and municipal utilities are not eligible to participate; but may be eligible for other NYSERDA programs. Please contact NYSERDA at 1-866-NYSERDA, toll free, to determine if any energy efficiency programs are available to you.

NPC applications are available on NYSERDA's website, or call 1-866-NYSERDA to have an application mailed to you.

A completed NCP application must be returned with an original signature to NYSERDA. You may specify your preference of TA (i.e., Sustainable Design Collaborative LLC) on the application.

Applications, with an original signature, are accepted on a first-come, first-served basis through Dec. 30, 2011, or until funds are fully committed, whichever comes first.

NYSERDA recommends that applications be submitted in the early schematic design phase or sooner. If an application is submitted in the design development phase, it may be limited to only pre-qualified program measures.

Upon receipt of the application, a NYSERDA representative will contact you to discuss the available technical service and, if necessary, assist in completing any additional forms.

Technical Assistance Services

NYSERDA has contracted with energy consultants to provide Technical Assistance (TA) services to eligible NCP Applicants. TA providers are assigned by NYSERDA based on availability, location, and project-specific needs.

NYSERDA has twenty (20) TA providers under contract with experience on NCP projects including our firm, Sustainable Design Collaborative LLC, which provides TA services in Downstate Region, Zones 5 & 6:

Zone 5 - Columbia, Delaware, Dutchess, Greene, Orange, Putnam, Rockland, Sullivan, Westchester, and Ulster.
Zone 6 - Bronx, Kings, New York, Richmond, Queens

Under NYSERDA direction, TA providers conduct assessments of potential energy-saving measures and design features to: limit energy usage; minimize peak demand electric loads

TA providers may conduct computer energy modeling of the building project designed to standard practice (base case), compare it to a more energy efficient improved building design, and calculate the energy savings.

NYSERDA pays the first $5,000 of the cost of TA services and cost shares 50 percent of the balance, up to a maximum of $75,000. NYSERDA will increase the maximum funding amount for technical services by an additional $25,000 to a total of $100,000 to identify Demand Response Opportunities.

How much will it cost for a Technical Assistance (TA) provider to perform an energy analysis of my project? The costs vary from project to project

When will an applicant be required to pay my share of the Technical Assistance study cost? NYSERDA invoices the applicant approximately 90 days after the incentive offer and analysis have been delivered.

Incentives

The following kinds of incentives are available through the NCP program?
  • Capital Cost incentives
  • The Green Buildings incentive, which provides an incentive for meeting various national green building standards
  • A Design Incentive, which provides assistance with the cost of outside design professionals for Whole Building Design Projects and LEED ® Rated buildings.
  • Building Commissioning Incentives are available to finance a portion of the cost to provide a detailed assessment of building systems and their performance to ensure that they are operating at optimal capacity
  • Periodically NYSERDA offers bonus incentives for specific energy measures.

Green Buildings

A "Green Building" is a building that has addressed and integrated into its general operations and design:
  • Sustainable site planning
  • Safeguarding water and water efficiency
  • Energy efficiency
  • Conservation of materials and resources
  • Indoor environmental quality
The Leadership in Energy and Environmental Design (LEED®) program is a consensus-based Green Building rating system, developed by the United States Green Building Council, an independent not for profit organization. The system is divided into five categories: Sustainable sites; Water efficiency; Energy and atmosphere; Materials and resources; and Indoor environmental quality

These categories are broken up into "credits." One or more points are available within each credit and are awarded based on achieving specific requirements. To certify a project, a building must complete all pre-requisites and have a minimum number of credits. For a detailed description of the LEED® rating system, please refer to the U.S. Green Building Council's website.

Green Building TA and Incentives

NYSERDA will provide financial assistance for the applicant's green building consultant for projects seeking such assistance. Applicants may use the green building consultant of their choice or NYSERDA can help identify a provider.

For green building technical services on projects that achieve LEED® or NY-CHPS certification, NYSERDA will pay an additional amount equal to NYSERDA's share of energy analysis TA services, up to a total additional NYSERDA contribution of $25,000.

Additional capital cost incentives are available for LEED® Certified projects achieving three or more points under the energy optimization category of the LEED® rating system.

For projects that successfully achieve a formal LEED® rating by the US Green Buildings Council as a Green Building and achieve at least 3, EAc-1 points, Applicants are eligible for a flat-rate incentive in the amount of $5,000 for projects under 50,000 square feet in area and $10,000 for projects of 50,000 square feet or larger.

NY-CHP (Schools)

The purpose of NY-CHPS is to provide a framework that helps school districts and their design teams design and build sustainable school buildings that enhance the educational environment and facilitate learning. High performance schools optimize resources over the life of the facility, are less expensive to operate than standard buildings, and help to ensure healthy, safe, and high quality learning environments.
